When will the U.S. Congress stop blocking the widespread availability of the plug-in electric car?

New factories are popping up in many countries, (Norway, Italy and Germany) and no economical electric cars are planned here - just the GM $120,000 electric batmobile. You gotta know it can be explained by the action/inaction of congress and the lobbyists. Those elected officials are purely evil.
