Is there any evidence that overfishing has benefited species such as herring and sprat?

I remember reading a while ago that overfishing of predatory species such as cod, haddock and tuna has meant that their main prey (smaller fish such as mackerel, herring and sprat) has increased in numbers due to reduced predation. How true is this statement? Or does commercial exploitation counteract this?
