Why is it that every time you get charged by an off leash dog?

I would've done the very same thing. When I'm out walking my dogs will not approach another dog unless it comes walking ped them. I can't bear people who let their dogs gallop on ahead of them to meet other dogs, when they cannot control what might unravel.
